Traditionally, Vietnamese society values family support for the elderly, but changing family structures, urban migration, and economic pressures have left many without care. Children moving to cities for work may be unable to support their aging parents, while others face neglect. Vietnam's social security system is underdeveloped, particularly for elderly individuals without pensions or formal employment histories, especially in rural areas. Lacking stable income, many rely on informal labor, which is often insufficient to meet their needs.
Urban Migration and Housing Shortages
Rapid urbanization has led to housing shortages and increased costs in cities, leaving many elderly people unable to afford rent or secure stable housing. Those who move from rural areas to cities in search of better opportunities often face challenges in finding affordable accommodation. With limited financial means, they may end up living in temporary shelters, slums, or on the streets.
Isolation and Mental Health
Homeless elderly individuals often face severe social isolation, which can lead to mental health issues such as depression and anxiety. Many experience loneliness due to the breakdown of traditional family ties, and their lack of connection to community support systems makes it difficult for them to seek help or access resources.

While the government has implemented welfare programs and offers temporary shelters for homeless individuals, these resources are often overstretched and inadequate to meet the demand. Non-governmental organizations (NGOs) and community groups play a crucial role in providing food, temporary shelter, and medical care, but they too face funding and resource limitations.
